Study visit to Lisbon “One Step Higher – Climbing the ladder of participation” Activity The Study visit to Lisbon “One Step Higher: Youth Participation Practices,” organised by DYPALL Network in cooperation with Bangherang and the local authorities of Almada, Lisbon, and Cascais, took place from 18th – 23rd May 2024 in Lisbon, Portugal. It involved participants from all the project partner countries and it allowed building the capacity of youth workers from CSOs and municipality offices to work together and implement specific projects on the involvement of young people in decision-making processes at the local level. During the activity, participants explored the Youth policy institutional framework in Portugal and engaged with various European organisations working in the field of youth participation. The activity mainly focused on the exploration of e-participation tools, inclusive participation models and municipality programmes to actively engage young people in local affairs. Participants had the opportunity to visit the headquarters of the Portuguese Institute of Youth and Sports (IPDJ), where they could understand how the national institute supports youth participation in decision-making processes at the local level in Portugal, for example through the national youth participation budget. The program also offered participants the opportunity to visit the Almada and the Cascais (European Youth Capital in 2018) municipalities. These visits included roundtables with members of the local youth councils, which represent local youth organisations, young leaders, and municipal youth workers. The visits provided interesting insights into the process of development of local youth strategy and its implementation. Participants were introduced to effective practices for participatory systems, including the renewed Youth Participatory Budget and the Children Councils. Participants also discovered local initiatives such as the Portugal Wrestlefest, funded and supported by the municipality of Almada, and the Voz do Jovens project, implemented by the municipality of Cascais. One of the objectives of the programme was to allow the participants to transfer their experience into their own local reality. The activity included a workshop where they took on active roles and enriched the visit by sharing good practices from their countries, developing ideas for follow-up actions, and considering how to adapt the presented practices to their local contexts.
