Os conselhos locais de juventude s\u00e3o espa\u00e7os vitais para o di\u00e1logo e a representa\u00e7\u00e3o a n\u00edvel municipal, mas enfrentam novos desafios relacionados com a digitaliza\u00e7\u00e3o, os riscos em linha e as mudan\u00e7as na forma como os jovens se expressam e interagem com a governa\u00e7\u00e3o.<\/p>\n\n\n\n

De 14 a 21 de setembro de 2025, a Rede DYPALL organizou o curso de forma\u00e7\u00e3o \u00abConselhos Locais da Juventude para uma Participa\u00e7\u00e3o de Qualidade na Esfera Digital\u00bb, em Mollina (Espanha), no \u00e2mbito da 24.a Universidade para a Juventude e o Desenvolvimento (UYD).<\/strong> Esta iniciativa reuniu 20 membros ativos dos Conselhos Locais da Juventude e estruturas participativas semelhantes de 14 pa\u00edses da Europa e n\u00e3o s\u00f3, empenhados em melhorar a qualidade da participa\u00e7\u00e3o dos jovens na tomada de decis\u00f5es, em especial na esfera digital em r\u00e1pida evolu\u00e7\u00e3o.<\/p>\n\n\n\n

Ao longo do programa, os participantes exploraram a \u00abCarta da Qualidade dos Conselhos Locais da Juventude Participativos e Inclusivos\u00bb<\/em><\/strong> e respetivo acompanhamento Conjunto de ferramentas<\/strong>, adquirindo estrat\u00e9gias pr\u00e1ticas para avaliar, melhorar e manter a efic\u00e1cia dos seus conselhos. Aprofundaram igualmente a sua compreens\u00e3o da participa\u00e7\u00e3o democr\u00e1tica, da defesa de causas e da literacia digital, refletindo simultaneamente sobre a forma como estes elementos podem ser adaptados e aplicados nas suas pr\u00f3prias comunidades. Por \u00faltimo, o curso salientou n\u00e3o s\u00f3 os desafios, mas tamb\u00e9m as oportunidades que a esfera digital apresenta aos conselhos locais de juventude. A atividade contribuiu para refor\u00e7ar uma rede europeia de educadores e multiplicadores interpares para uma participa\u00e7\u00e3o de qualidade dos jovens.<\/p>\n\n\n\n

O programa foi ainda enriquecido pelo quadro mais vasto do UYD, que este ano se centrou no tema \u201cCapacitar os jovens para a seguran\u00e7a digital\u00bb<\/strong><\/em>. Tal proporcionou aos participantes oportunidades de estabelecer contactos com outros dirigentes juvenis, peritos e representantes institucionais.<\/p>\n\n\n\n

O curso de forma\u00e7\u00e3o foi cofinanciado pelo Programa Erasmus+ da Uni\u00e3o Europeia atrav\u00e9s da Ag\u00eancia Nacional Portuguesa e coordenado pela Rede DYPALL<\/strong>. A Universidade de Juventude e Desenvolvimento faz parte do Programa Comum iLEGEND III, cofinanciado pela Uni\u00e3o Europeia e pelo Conselho da Europa.<\/p>\n\n\n\n
