Participation in the democratic life of any community is about more than voting or standing for election, although these are important elements. Participation and active citizenship is about having the right, the means, the space and the opportunity and where necessary the support to participate in and influence decisions and engage in actions and activities so as to contribute to building a better society.

Declaration of the 2nd European Youth Work Convention

Abstract
The objective of the 2nd European Youth Work Convention was to identify the common ground on which all ‘youth work’ stands and its relation to wider agendas of concern to public policy and issues facing young people. The Declaration is addressed to the Member States of the Council of Europe, the multilateral organisations (the European Union, the Council of Europe and the United Nations), other European institutions, and political structures concerned with young people at national, regional and local level, the youth work field and young people themselves.

Bringing down barriers to youth participation: adopting a lingua franca for local and regional authorities and young people

Abstract
When it comes to youth and elected representatives, the two sides speak different languages: young people have created a new “vocabulary of citizenship”, whereas the authorities still seem to consider voting as the only relevant instrument of political activity and consultation. The resolution proposes measures that will ensure that young citizens and elected representatives have opportunities to enter into dialogue in order to strengthen the links between them.

ECAS has been researching how to apply the crowdsourcing method as a complementary tool to existing frameworks in order to expand the number of contributors to EU policy-making, remove potential barriers to participation and “engage the unengaged” throughout Europe. The working paper shows how the method of crowdsourcing legislation has the potential to reduce the gap between EU decision-makers and citizens and to transform the relationship between them into more of a partnership, thus contributing to the creation of an engaged citizenship.

The purpose of the publication is to explore complementary methods to existing forms of interaction between citizens and policy-makers at EU level which foster co-decision processes using the Internet and Web 2.0 technologies.
