Les conseils locaux de la jeunesse sont des espaces essentiels de dialogue et de repr\u00e9sentation au niveau municipal, mais ils sont confront\u00e9s \u00e0 de nouveaux d\u00e9fis li\u00e9s \u00e0 la num\u00e9risation, aux risques en ligne et \u00e0 l\u2019\u00e9volution de la mani\u00e8re dont les jeunes s\u2019expriment et interagissent avec la gouvernance.<\/p>\n\n\n\n

Du 14 au 21 septembre 2025, le r\u00e9seau DYPALL a organis\u00e9 le cours de formation \u00abConseils locaux de la jeunesse pour une participation de qualit\u00e9 dans la sph\u00e8re num\u00e9rique\u00bb \u00e0 Mollina (Espagne), dans le cadre de la 24e universit\u00e9 sur la jeunesse et le d\u00e9veloppement (UYD).<\/strong> Cette initiative a r\u00e9uni 20 membres actifs des conseils locaux de la jeunesse et des structures participatives similaires de 14 pays d'Europe et au-del\u00e0, engag\u00e9s \u00e0 am\u00e9liorer la qualit\u00e9 de la participation des jeunes \u00e0 la prise de d\u00e9cision, en particulier dans la sph\u00e8re num\u00e9rique en \u00e9volution rapide.<\/p>\n\n\n\n

Tout au long du programme, les participants ont explor\u00e9 \u00abCharte de qualit\u00e9 sur les conseils locaux de la jeunesse participatifs et inclusifs\u00bb<\/em><\/strong> et son accompagnement Bo\u00eete \u00e0 outils<\/strong>, en obtenant des strat\u00e9gies pratiques pour \u00e9valuer, am\u00e9liorer et maintenir l'efficacit\u00e9 de leurs conseils. Ils ont \u00e9galement approfondi leur compr\u00e9hension de l'engagement d\u00e9mocratique, du plaidoyer et de la culture num\u00e9rique, tout en r\u00e9fl\u00e9chissant \u00e0 la mani\u00e8re dont ces \u00e9l\u00e9ments peuvent \u00eatre adapt\u00e9s et appliqu\u00e9s dans leurs propres communaut\u00e9s. Enfin, le cours a mis l'accent non seulement sur les d\u00e9fis mais aussi sur les opportunit\u00e9s que la sph\u00e8re num\u00e9rique pr\u00e9sente pour les conseils locaux de la jeunesse. L\u2019activit\u00e9 a contribu\u00e9 \u00e0 renforcer un r\u00e9seau europ\u00e9en d\u2019\u00e9ducateurs par les pairs et de multiplicateurs pour une participation de qualit\u00e9 des jeunes.<\/p>\n\n\n\n

Le programme a \u00e9t\u00e9 enrichi par le cadre plus large de l'AUJ, qui cette ann\u00e9e s'est concentr\u00e9 sur le th\u00e8me \u00abDonner aux jeunes les moyens d\u2019agir en faveur de la s\u00e9curit\u00e9 num\u00e9rique\u00bb<\/strong><\/em>. Cela a donn\u00e9 aux participants l'occasion de communiquer avec d'autres leaders de la jeunesse, des experts et des repr\u00e9sentants institutionnels.<\/p>\n\n\n\n

La formation a \u00e9t\u00e9 cofinanc\u00e9e par le programme Erasmus+ de l'Union europ\u00e9enne par l'interm\u00e9diaire de l'Agence nationale portugaise et coordonn\u00e9e par R\u00e9seau DYPALL<\/strong>. L'Universit\u00e9 sur la jeunesse et le d\u00e9veloppement fait partie du programme conjoint iLEGEND III, cofinanc\u00e9 par l'Union europ\u00e9enne et le Conseil de l'Europe.<\/p>\n\n\n\n
