{"id":6259,"date":"2023-01-17T11:01:57","date_gmt":"2023-01-17T11:01:57","guid":{"rendered":"https:\/\/dypall.com\/?p=6259"},"modified":"2023-01-17T11:01:57","modified_gmt":"2023-01-17T11:01:57","slug":"dypall-network-represented-in-the-advisory-council-on-youth-of-the-council-of-europe","status":"publish","type":"post","link":"https:\/\/dypall.com\/fr\/calls\/dypall-network-represented-in-the-advisory-council-on-youth-of-the-council-of-europe\/","title":{"rendered":"R\u00e9seau DYPALL repr\u00e9sent\u00e9 au Conseil consultatif de la jeunesse du Conseil de l'Europe"},"content":{"rendered":"<p><span style=\"font-weight: 400;\">Apr\u00e8s les neuf premiers mois de son mandat au Conseil consultatif de la jeunesse (CC) du Conseil de l'Europe, Gianluca Rossino, repr\u00e9sentant du r\u00e9seau DYPALL, partage quelques r\u00e9flexions sur cette exp\u00e9rience.<\/span><span style=\"font-weight: 400;\"><br \/>\n<\/span><span style=\"font-weight: 400;\"><br \/>\n<\/span><span style=\"font-weight: 400;\">\u00abEn tant que repr\u00e9sentant du r\u00e9seau DYPALL, j\u2019ai le privil\u00e8ge de si\u00e9ger au conseil conjoint sur la jeunesse, l\u2019organe d\u00e9cisionnel du secteur de la jeunesse, aux c\u00f4t\u00e9s de 29 autres membres du conseil consultatif et des repr\u00e9sentants des 46 membres gouvernementaux du Conseil de l\u2019Europe.<\/span><span style=\"font-weight: 400;\"><br \/>\n<\/span><span style=\"font-weight: 400;\"><br \/>\n<\/span><span style=\"font-weight: 400;\">Apr\u00e8s la formation d\u2019accueil de juin dernier, nous nous sommes finalement r\u00e9unis en octobre 2022 au Centre europ\u00e9en de la jeunesse \u00e0 Budapest, avec de nombreux points \u00e0 d\u00e9battre et quelques d\u00e9cisions \u00e0 prendre. Ce fut une exp\u00e9rience intrigante, puisque c'\u00e9tait la premi\u00e8re fois que l'on assistait \u00e0 une r\u00e9union du Conseil conjoint. Apr\u00e8s une demi-journ\u00e9e consacr\u00e9e \u00e0 un \u00e9change avec le Forum europ\u00e9en de la jeunesse, nous nous sommes concentr\u00e9s sur la pr\u00e9sentation de certaines propositions et sur la d\u00e9cision de la position du CA sur des sujets cl\u00e9s, tels que la poursuite de la campagne de la jeunesse de 2022 sur la revitalisation de la d\u00e9mocratie. L\u00e0-bas, j'ai pris la responsabilit\u00e9 de certains points de l'ordre du jour, y compris la proposition de cr\u00e9er un groupe de r\u00e9daction charg\u00e9 de d\u00e9finir des lignes directrices sur la <\/span><span style=\"font-weight: 400;\">la citoyennet\u00e9 et la participation des jeunes \u00e0 la vie publique, qui seront \u00e9tablies en 2023. Dans l'ensemble, ce que je peux partager \u00e0 propos de ce type d'exp\u00e9rience et de contexte institutionnel, c'est qu'il est tr\u00e8s complexe de s'engager dans toutes les questions discut\u00e9es au cours d'une r\u00e9union de trois jours, mais il est crucial d'\u00eatre pr\u00eat et de partager votre point de vue lorsque vous sentez que vous avez quelque chose \u00e0 dire et que cela compte.<\/span><span style=\"font-weight: 400;\"><br \/>\n<\/span><span style=\"font-weight: 400;\"><br \/>\n<\/span><span style=\"font-weight: 400;\">Un mois plus tard, j\u2019ai de nouveau \u00e9t\u00e9 invit\u00e9 \u00e0 Budapest en tant que repr\u00e9sentant du conseil consultatif pour un s\u00e9minaire sur l\u2019autonomie des jeunes, ayant \u00e9galement l\u2019occasion d\u2019\u00eatre l\u2019un des orateurs du panel d\u2019introduction. Nous y avons propos\u00e9 des mesures concr\u00e8tes pour poursuivre la mise en \u0153uvre de cette recommandation, et l\u2019animation socio-\u00e9ducative a une incidence sur l\u2019acc\u00e8s des jeunes aux droits sociaux, en particulier pour ceux qui vivent dans des quartiers d\u00e9favoris\u00e9s, telles qu\u2019une coop\u00e9ration plus \u00e9troite avec les collectivit\u00e9s locales et r\u00e9gionales et la cr\u00e9ation de mat\u00e9riel \u00e9ducatif facilement accessible et d\u2019un outil de formation en ligne.<\/span><span style=\"font-weight: 400;\"><br \/>\n<\/span><span style=\"font-weight: 400;\"><br \/>\n<\/span><span style=\"font-weight: 400;\">En d\u00e9cembre 2022, j\u2019\u00e9tais de nouveau \u00e0 Budapest pour le 2e comit\u00e9 de programmation (CP) de l\u2019ann\u00e9e, l\u2019organe cog\u00e9r\u00e9 charg\u00e9 de prendre les d\u00e9cisions relatives aux activit\u00e9s qui se tiendront dans les centres europ\u00e9ens de la jeunesse de Strasbourg et de Budapest, ainsi qu\u2019aux demandes de financement soumises \u00e0 la Fondation europ\u00e9enne pour la jeunesse. Dans ce document, je fais \u00e9galement partie du groupe de travail sur les sessions d'\u00e9tude, et j'ai \u00e9t\u00e9 le rapporteur du groupe de travail sur les crit\u00e8res suppl\u00e9mentaires pour les activit\u00e9s pilotes, qui a finalis\u00e9 ses travaux en novembre dernier. Le CP a adopt\u00e9 \u00e0 l'unanimit\u00e9 les recommandations que nous avions propos\u00e9es.<\/span><span style=\"font-weight: 400;\"><br \/>\n<\/span><span style=\"font-weight: 400;\"><br \/>\n<\/span><span style=\"font-weight: 400;\">Plus r\u00e9cemment, en janvier 2023, je suis devenu chef de file 1 dans le portefeuille \u00abCoop\u00e9ration avec le Congr\u00e8s des pouvoirs locaux et r\u00e9gionaux\u00bb du Conseil de l\u2019Europe. Jusqu'\u00e0 la fin du mois en cours, nous travaillerons sur la s\u00e9lection de la nouvelle g\u00e9n\u00e9ration de jeunes d\u00e9l\u00e9gu\u00e9s. Chaque ann\u00e9e, un seul jeune par \u00c9tat membre est s\u00e9lectionn\u00e9 pour cette exp\u00e9rience tr\u00e8s formatrice et pr\u00e9cieuse, qui permet aux jeunes de participer aux activit\u00e9s du Congr\u00e8s et d\u2019introduire davantage les perspectives de la jeunesse dans ses travaux politiques.
