Cette initiative nationale vise \u00e0 mettre la gestion d\u2019un enjeu du budget annuel de l\u2019\u00c9tat entre les mains des jeunes, afin qu\u2019ils puissent contribuer, par leurs projets, \u00e0 la bonne gouvernance et \u00e0 la consolidation d\u00e9mocratique. Comme l\u2019a d\u00e9clar\u00e9 le ministre de l\u2019\u00e9ducation, M. Tiago Brand\u00e3o Rodrigues, cette initiative vise \u00e0 donner plus de voix \u00e0 \u00ab<i>la jeunesse en tant qu'acteurs politiques strat\u00e9giques pour le d\u00e9veloppement du pays<\/i>.\u00bb<\/p>\n<p>Le PJB 2017 fait partie d'une strat\u00e9gie plus vaste qui comprend comme initiatives similaires, par exemple, le budget participatif de l'\u00e9cole et le budget participatif des municipalit\u00e9s. Pour le YPB 2017, 300 000 euros seront disponibles pour des projets \u00e0 d\u00e9velopper dans les domaines suivants: <i>Sports inclusifs<\/i>, <i>\u00c9ducation pour les sciences<\/i>, <i>Innovation sociale <\/i>et <i>Durabilit\u00e9 environnementale<\/i>.<\/p>\n<p>DYPALL \u00e9tait repr\u00e9sent\u00e9 \u00e0 la session d'inauguration, aux c\u00f4t\u00e9s des ministres et du secr\u00e9taire d'\u00c9tat \u00e0 l'\u00e9ducation et \u00e0 la culture, des membres du Parlement national et des repr\u00e9sentants des municipalit\u00e9s et de plusieurs organisations de jeunesse, dont le pr\u00e9sident du Conseil national de la jeunesse portugaise, Hugo Carvalho.<\/p>\n<p>Pr\u00e9sent\u00e9 \u00e0 l'auditoire par le secr\u00e9taire d'\u00c9tat \u00e0 la Jeunesse et aux Sports, M. Jo\u00e3o Paulo Rebelo, le YPB 2017 est un compromis sur la d\u00e9finition et l'ordre du jour suivants:<\/p>\n<p><b>_ Qu'est-ce que le YPB 2017? <\/b>Processus de participation d\u00e9mocratique par lequel la communaut\u00e9 des jeunes est appel\u00e9e \u00e0 g\u00e9rer la mise en \u0153uvre d'un enjeu du budget annuel de l'\u00c9tat;<\/p>\n<p><b>_ Qui peut postuler? <\/b>Jeunes citoyens et non-citoyens ayant un permis de s\u00e9jour au Portugal, \u00e2g\u00e9s de 14 \u00e0 30 ans;<\/p>\n<p><b>_ Domaines: <\/b>Sports inclusifs, \u00e9ducation aux sciences, innovation sociale et durabilit\u00e9 environnementale;<\/p>\n<p><b>_ Crit\u00e8res: <\/b>le projet ne peut pas faire r\u00e9f\u00e9rence \u00e0 la construction d'infrastructures; elle doit \u00eatre techniquement r\u00e9alisable; elle ne peut contrecarrer aucune politique publique planifi\u00e9e ou en cours; elle doit impliquer au moins deux municipalit\u00e9s.<\/p>\n<p><b>_ Dates limites:\u00a0<\/b><\/p>\n<ul>\n<li>\u00a0 \u00a0<em>19 octobre 2017<\/em> \u2013 D\u00e9p\u00f4t des candidatures;<\/li>\n<li>\u00a0 \u00a0<em>30 octobre \u2013 26 novembre<\/em> \u2013 Appr\u00e9ciation des demandes;<\/li>\n<li>\u00a0 \u00a0<em>27 novembre \u2013 Processus de vote<\/em> (par sms ou via le site Web);<\/li>\n<li>\u00a0 \u00a0<em>26 d\u00e9cembre<\/em> \u2013 Annonce des r\u00e9sultats.<\/li>\n<\/ul>\n<p>Les candidatures peuvent \u00eatre introduites en personne aupr\u00e8s de chaque direction r\u00e9gionale de l\u2019Instituto Portugu\u00eas do Desporto e da Juventude ou sur le site web de l\u2019initiative (www.opjovem.gov.pt).<\/p>\n<p>Au moment du discours de cl\u00f4ture, il a \u00e9t\u00e9 annonc\u00e9 que 5 propositions avaient d\u00e9j\u00e0 \u00e9t\u00e9 soumises via le site Web de YPB 2017.<\/p>\n<h5><a href=\"http:\/\/dypall.com\/fr\/2017\/10\/06\/youth-participative-budget-2017\/opj2017\/#main\" rel=\"attachment wp-att-2583\"><img loading=\"lazy\" decoding=\"async\" class=\"aligncenter size-full wp-image-2583\" src=\"http:\/\/dypall.com\/wp-content\/uploads\/2017\/10\/OPJ2017.jpg\" alt=\"\" width=\"3264\" height=\"2448\" \/><\/a><\/h5>\n<hr \/>\n<h6 style=\"text-align: left;\">Le ministre de l'\u00c9ducation s'adresse au panel compos\u00e9 de distingu\u00e9s repr\u00e9sentants des domaines couverts par le YPB 2017.
