Le r\u00e9seau DYPALL a accueilli un groupe de 4 animateurs de jeunesse de l'organisation polonaise Forum Animator\u00f3w Spo\u0142ecznych, pour visiter et explorer les pratiques et les mod\u00e8les de budgets participatifs aux niveaux national, \u00e9tatique, r\u00e9gional et local, en mettant particuli\u00e8rement l'accent sur les budgets participatifs dans les \u00e9coles.<\/p>\n<p>Cette visite d\u2019\u00e9tude visait \u00e0 fournir aux animateurs socio-\u00e9ducatifs polonais de nombreux exemples et connaissances sur les mod\u00e8les portugais d\u2019activit\u00e9s de participation des jeunes, en mettant particuli\u00e8rement l\u2019accent sur les budgets participatifs pour les jeunes et dans les \u00e9coles. Au cours de la visite d'\u00e9tude, les participants ont pu explorer une grande vari\u00e9t\u00e9 de mod\u00e8les budg\u00e9taires participatifs diff\u00e9rents. Ils ont appris les diff\u00e9rents niveaux du budget participatif, les diff\u00e9rentes approches de sa mise en place et les probl\u00e8mes possibles qui peuvent survenir dans le processus. <\/p>\n<p>Le 2 d\u00e9cembre, dans la matin\u00e9e, les participants ont re\u00e7u une pr\u00e9sentation sur le programme de la visite d'\u00e9tude, des informations sur le r\u00e9seau DYPALL, les initiatives pour la jeunesse au Centre de la jeunesse de Lisbonne et l'Institut portugais des sports et de la jeunesse (IPDJ). Dans l'apr\u00e8s-midi, ils ont d\u00e9couvert le budget participatif dans le monde entier, y compris son origine, ses niveaux, ses groupes de discussion, ses tendances, ses statistiques de base et ses solutions juridiques.<\/p>\n<p>Le deuxi\u00e8me jour de la visite d\u2019\u00e9tude s\u2019est d\u00e9roul\u00e9 \u00e0 Cascais, capitale europ\u00e9enne de la jeunesse de 2018. Les repr\u00e9sentants municipaux ont pr\u00e9sent\u00e9 le processus de mise en place de budgets participatifs, \u00e0 la fois g\u00e9n\u00e9raux et d\u00e9di\u00e9s \u00e0 la jeunesse. Le programme de la journ\u00e9e s\u2019est achev\u00e9 par une visite au d\u00e9partement de la jeunesse de Cascais Jovem, qui est charg\u00e9 de la mise en \u0153uvre des politiques municipales en faveur de la jeunesse.                                                      <\/p>\n<p>Dans la matin\u00e9e du 3 d\u00e9cembre, le groupe s'est rendu \u00e0 l'h\u00f4tel de ville de Lisbonne et a rencontr\u00e9 les techniciens responsables de la mise en place des budgets participatifs g\u00e9n\u00e9raux et scolaires dans la municipalit\u00e9 de Lisbonne. L\u2019apr\u00e8s-midi a d\u00e9but\u00e9 par des pr\u00e9sentations sur le budget participatif national de la jeunesse (par l\u2019IPDJ) et l\u2019un des projets laur\u00e9ats, \u00abGym4All\u00bb. Il a \u00e9t\u00e9 suivi par l'introduction de 3 mod\u00e8les diff\u00e9rents de budgets participatifs locaux pour les jeunes et les \u00e9coles, mis en \u0153uvre dans la paroisse de Penha de Fran\u00e7a, la municipalit\u00e9 de Braga et la municipalit\u00e9 de Vila Nova de Gaia. <\/p>\n<p>Le quatri\u00e8me jour, le groupe a appris l'existence d'un autre budget participatif au niveau paroissial dans la paroisse d'Agualva e Mira \u00e0 Sintra. Le pr\u00e9sident de la paroisse a expliqu\u00e9 en d\u00e9tail le processus de mise en place d'un budget participatif dans les \u00e9coles, les le\u00e7ons apprises et les r\u00e9sultats au fil des ans.<br \/>\nLe dernier jour de la visite a \u00e9t\u00e9 consacr\u00e9 \u00e0 l'\u00e9laboration de strat\u00e9gies locales et de plans d'action, ainsi qu'\u00e0 l'exploration des possibilit\u00e9s de suivi, \u00e0 l'\u00e9valuation et \u00e0 la cl\u00f4ture de la visite.<\/p>\n<p>Ce projet est compos\u00e9 de deux visites d'\u00e9tude, la seconde aura lieu en Pologne.
