P\u00e4rast oma ametiaja esimest \u00fcheksat kuud Euroopa N\u00f5ukogu noorte n\u00f5uandekomisjonis jagab v\u00f5rgustiku DYPALL esindaja Gianluca Rossino m\u00f5ningaid m\u00f5tteid sellest kogemusest.<\/span>
\n<\/span>
\n<\/span>\u201eDYPALLi v\u00f5rgustiku esindajana on mul au osaleda noortevaldkonna otsuseid tegevas \u00fchisn\u00f5ukogus koos 29 n\u00f5uandekomisjoni kaasliikme ja Euroopa N\u00f5ukogu 46 valitsusliikme esindajatega.<\/span>
\n<\/span>
\n<\/span>P\u00e4rast eelmise aasta juunis toimunud tervituskoolitust kohtusime l\u00f5puks 2022. aasta oktoobris Budapestis Euroopa Noortekeskuses, kus arutati paljusid k\u00fcsimusi ja tehti m\u00f5ned otsused. See on olnud intrigeeriv kogemus, olles esimene kord, kui osaletakse \u00fchisn\u00f5ukogu koosolekul. P\u00e4rast poolt p\u00e4eva, mis oli p\u00fchendatud m\u00f5ttevahetusele Euroopa Noortefoorumiga, keskendusime m\u00f5ningate ettepanekute esitamisele ja otsustamisele, milline oleks halduskomisjoni seisukoht peamistel teemadel, n\u00e4iteks 2022. aasta noortekampaania \u201eDemokraatia taaselustamine\u201c j\u00e4tkamine. Seal v\u00f5tsin endale vastutuse m\u00f5nede p\u00e4evakorrapunktide eest, sealhulgas ettepaneku eest luua redaktsioonir\u00fchm, et m\u00e4\u00e4rata kindlaks suunised <\/span>kodakondsus ja noorte osalemine avalikus elus, mis kehtestatakse 2023. aastal. \u00dcldiselt v\u00f5in jagada sedalaadi kogemuste ja institutsioonilise konteksti kohta seda, et k\u00f5igi kolmep\u00e4evase kohtumise jooksul arutatavate k\u00fcsimustega tegelemine on v\u00e4ga keeruline, kuid v\u00e4ga oluline on olla valmis ja jagada oma seisukohta, kui tunnete, et teil on midagi \u00f6elda ja see loendada.<\/span>

\n<\/span>Kuu aega hiljem kutsuti mind uuesti Budapesti n\u00f5uandekomisjoni esindajana noorte iseseisvust k\u00e4sitlevale seminarile, kus mul oli ka v\u00f5imalus olla \u00fcks sissejuhatavas paneelarutelus s\u00f5nav\u00f5tjatest. Lisaks oli 1. plii portfellis seotud j\u00e4rgmisega: <\/span>Sisene!<\/span><\/a>, 2022. aasta detsembris osalesin konsultatiivkohtumisel, millel osalesid teemale keskendunud pikaajalise koolituskursuse koolitajad, kes l\u00f5petasid just eelmisel kuul, ning m\u00f5ned muud avaliku sektori asutuste ja kodaniku\u00fchiskonna esindajad. Seal pakkusime v\u00e4lja m\u00f5ned konkreetsed meetmed selle soovituse edasiseks rakendamiseks ning noorsoot\u00f6\u00f6 m\u00f5jutab noorte juurdep\u00e4\u00e4su sotsiaal\u00f5igustele, eelk\u00f5ige ebasoodsas olukorras olevates linnaosades elavate inimeste jaoks, n\u00e4iteks tihedam koost\u00f6\u00f6 kohalike ja piirkondlike omavalitsustega ning \u00f5ppematerjalide loomine, millele on lihtne juurde p\u00e4\u00e4seda ja mis saavad veebip\u00f5hise koolitusvahendi.<\/span>
\n<\/span>
\n<\/span>2022. aasta detsembris viibisin taas Budapestis aasta teise programmit\u00f6\u00f6 komitees, mis on \u00fchiselt hallatav organ, mis vastutab otsuste eest, mis k\u00e4sitlevad Strasbourgi ja Budapesti Euroopa noortekeskustes toimuvaid tegevusi ning Euroopa Noortefondile esitatud rahastamistaotlusi. Selles osalen ka \u00f5ppesessioonide t\u00f6\u00f6r\u00fchmas ning olin raport\u00f6\u00f6riks katseprojektide lisakriteeriume k\u00e4sitlevale t\u00f6\u00f6r\u00fchmale, mis viis oma t\u00f6\u00f6 l\u00f5pule eelmise aasta novembris. N\u00f5ukogu v\u00f5ttis \u00fcheh\u00e4\u00e4lselt vastu meie esitatud soovitused.<\/span>
\n<\/span>
\n<\/span>Hiljuti, 2023. aasta jaanuaris, sai minust Euroopa N\u00f5ukogu kohalike ja piirkondlike omavalitsuste kongressiga tehtava koost\u00f6\u00f6 portfelli 1. juht. Kuni k\u00e4esoleva kuu l\u00f5puni tegeleme noorte delegaatide uue p\u00f5lvkonna valimisega. Igal aastal valitakse igast liikmesriigist ainult \u00fcks noor selle v\u00e4ga kujundava ja v\u00e4\u00e4rtusliku kogemuse jaoks, mis v\u00f5imaldab noortel osaleda kongressi tegevuses ja tutvustada oma poliitilises t\u00f6\u00f6s t\u00e4iendavalt noorte perspektiive. Olles saanud selle v\u00f5imaluse, v\u00f5in ma jagada, kui motiveeriv see v\u00f5ib olla.\u00a0<\/span><\/p>\n

Osalen 2022. aasta noortekampaania hindamiskonverentsil (veebruari alguses Strasbourgis) ja <\/span>konverents teemal \u201eJ\u00e4tkusuutlikkus \u00f5pir\u00e4ndes\u201c<\/span><\/a>, mis toimub Saksamaal m\u00f5ni n\u00e4dal hiljem. <\/span>

\n<\/span>N\u00f5uandekomisjoni ja \u00fchisn\u00f5ukogu j\u00e4rgmine koosolek toimub selle asemel 2023. aasta m\u00e4rtsis Strasbourgis, kus arutatakse uusi olulisi k\u00fcsimusi, ning ma loodan jagada nende kohta rohkem teavet j\u00e4rgmistes DYPALLi v\u00f5rgustiku uudiskirjades.\u201c<\/span><\/p>\n
