“Portim\u00e3o omavalitsus, kelle kohalik valitsusv\u00e4line organisatsioon ECOS \u2013 Cooperativa de Educa\u00e7\u00e3o, Coopera\u00e7\u00e3o e Desenvolvimento vaidlustas, otsustas v\u00f5rgustikuga liituda juba algusest peale, arvates, et see on viis arendada v\u00e4lja uus kultuur noorte osalemiseks otsuste tegemisel k\u00f5igis noortega seotud k\u00fcsimustes ning anda linna kohalikule noorten\u00f5ukogule d\u00fcnaamilisust.<\/em>
