Kohalikel noorten\u00f5ukogudel on kaks peamist m\u00f5\u00f5det: \u00fcks on pedagoogiline, teine on kodaniku- ja demokraatlik. Need struktuurid on paljude noorte jaoks sageli esimene kokkupuude ametlikumate demokraatlike vahenditega. Projekti eesm\u00e4rk on tugevdada noorte demokraatlikku osalemist kohalikul ja piirkondlikul tasandil, parandades olemasolevaid LYCi protsesse ja tavasid. Selleks, et m\u00f5ista mitut LYC mudelit, kaardistas ja kogus konsortsium andmeid erinevatelt partneritelt.
