Nach den ersten neun Monaten seines Mandats im Beirat f\u00fcr Jugend (AC) des Europarats teilt Gianluca Rossino, Vertreter des DYPALL-Netzwerks, einige \u00dcberlegungen aus diesen Erfahrungen.<\/span>
\n<\/span>
\n<\/span>\u201eAls Vertreter des DYPALL-Netzwerks habe ich das Privileg, im Gemeinsamen Jugendrat, dem Entscheidungsgremium des Jugendsektors, zusammen mit 29 anderen Mitgliedern des Beirats und den Vertretern der 46 Regierungsmitglieder des Europarats zu sitzen.<\/span>
\n<\/span>
\n<\/span>Nach der Begr\u00fc\u00dfungsschulung im vergangenen Juni trafen wir uns schlie\u00dflich im Oktober 2022 im Europ\u00e4ischen Jugendzentrum in Budapest, wo viele Punkte er\u00f6rtert und einige Entscheidungen getroffen wurden. Es war eine faszinierende Erfahrung, zum ersten Mal an einer Tagung des Gemeinsamen Rates teilzunehmen. Nach einem halben Tag, der einem Austausch mit dem Europ\u00e4ischen Jugendforum gewidmet war, konzentrierten wir uns darauf, einige Vorschl\u00e4ge vorzulegen und zu entscheiden, welchen Standpunkt die Verwaltungskommission zu Schl\u00fcsselthemen wie der Fortsetzung der Jugendkampagne 2022 zur Wiederbelebung der Demokratie einnehmen w\u00fcrde. Dort \u00fcbernahm ich die Verantwortung f\u00fcr einige Punkte der Tagesordnung, einschlie\u00dflich des Vorschlags zur Einsetzung einer Redaktionsgruppe zur Festlegung von Leitlinien f\u00fcr die <\/span>B\u00fcrgerschaft und Teilhabe junger Menschen am \u00f6ffentlichen Leben, die 2023 eingef\u00fchrt werden. Insgesamt kann ich \u00fcber diese Art von Erfahrung und institutionellen Kontext mitteilen, dass es sehr komplex ist, sich in allen Fragen zu engagieren, die w\u00e4hrend einer dreit\u00e4gigen Besprechung diskutiert werden, aber es ist wichtig, bereit zu sein und Ihren Standpunkt zu teilen, wenn Sie das Gef\u00fchl haben, etwas zu sagen zu haben und es z\u00e4hlen zu lassen.<\/span>

\n<\/span>Einen Monat sp\u00e4ter wurde ich erneut als Vertreter des Beirats zu einem Seminar \u00fcber die Autonomie junger Menschen nach Budapest eingeladen, wobei ich auch die Gelegenheit hatte, einer der Redner der Einf\u00fchrungsrunde zu sein. Dar\u00fcber hinaus bezieht sich als Lead 1 im Portfolio auf <\/span>Treten Sie ein!<\/span><\/a>, Im Dezember 2022 nahm ich an einem Konsultationstreffen teil, an dem die Ausbilder des Langzeitlehrgangs, der sich auf das Thema konzentrierte und erst im Monat zuvor abgeschlossen wurde, sowie einige andere Vertreter von Beh\u00f6rden und der Zivilgesellschaft teilnahmen. Dort schlugen wir einige konkrete Ma\u00dfnahmen vor, um diese Empfehlung weiter umzusetzen, und die Jugendarbeit wirkt sich auf den Zugang junger Menschen zu sozialen Rechten aus, insbesondere f\u00fcr diejenigen, die in benachteiligten Vierteln leben, wie eine engere Zusammenarbeit mit den lokalen und regionalen Gebietsk\u00f6rperschaften und die Schaffung von Bildungsmaterial, auf das leicht zugegriffen werden kann und das ein Schulungsinstrument online bietet.<\/span>
\n<\/span>
\n<\/span>Im Dezember 2022 war ich erneut in Budapest f\u00fcr den 2. Programmplanungsausschuss des Jahres, das mitverwaltete Gremium, das f\u00fcr die Entscheidungen \u00fcber die Aktivit\u00e4ten in den Europ\u00e4ischen Jugendzentren in Stra\u00dfburg und Budapest und \u00fcber die bei der Europ\u00e4ischen Jugendstiftung eingereichten Finanzierungsantr\u00e4ge zust\u00e4ndig ist. Darin bin ich auch Teil der Arbeitsgruppe f\u00fcr Studiensitzungen, und ich war der Berichterstatter f\u00fcr die Arbeitsgruppe f\u00fcr zus\u00e4tzliche Kriterien f\u00fcr Pilotaktivit\u00e4ten, die ihre Arbeit im vergangenen November abgeschlossen hat. Der PK nahm die von uns vorgeschlagenen Empfehlungen einstimmig an.<\/span>
\n<\/span>
\n<\/span>In j\u00fcngerer Zeit, im Januar 2023, wurde ich federf\u00fchrend 1 im Ressort \u201eZusammenarbeit mit dem Kongress der lokalen und regionalen Gebietsk\u00f6rperschaften\u201c des Europarats. Bis zum Ende des laufenden Monats werden wir an der Auswahl der neuen Generation von Jugenddelegierten arbeiten. Jedes Jahr wird nur ein junger Mensch pro Mitgliedstaat f\u00fcr diese sehr pr\u00e4gende und wertvolle Erfahrung ausgew\u00e4hlt, die es jungen Menschen erm\u00f6glicht, sich an den Aktivit\u00e4ten des Kongresses zu beteiligen und die Jugendperspektiven in ihre politische Arbeit einzubringen. Nachdem ich diese Gelegenheit hatte, kann ich sagen, wie motivierend es sein kann.\u00a0<\/span><\/p>\n

Ich werde an der Evaluierungskonferenz der Jugendkampagne 2022 (Anfang Februar in Stra\u00dfburg) und an der <\/span>Konferenz zum Thema Nachhaltigkeit in der Lernmobilit\u00e4t<\/span><\/a>, die wenige Wochen sp\u00e4ter in Deutschland stattfinden wird. <\/span>

\n<\/span>Die n\u00e4chste Sitzung des Beirats und des Gemeinsamen Rates wird stattdessen im M\u00e4rz 2023 in Stra\u00dfburg stattfinden, wobei neue wichtige Themen er\u00f6rtert werden m\u00fcssen, und ich freue mich darauf, in den folgenden Newslettern des DYPALL-Netzwerks mehr dar\u00fcber zu berichten.\u201c<\/span><\/p>\n
