Dezember in Lissabon statt. DYPALL Network veranstaltete eine Gruppe von 4 Jugendarbeitern der polnischen Organisation Forum Animator\u00f3w Spo\u0142ecznych, um Praktiken und Modelle partizipativer Budgets auf nationaler, staatlicher, regionaler und lokaler Ebene zu besuchen und zu erkunden, wobei ein besonderer Schwerpunkt auf partizipativen Budgets in Schulen lag.<\/p>\n<p>Ziel dieses Studienbesuchs war es, den polnischen Jugendbetreuern umfangreiche Beispiele und Kenntnisse \u00fcber portugiesische Modelle f\u00fcr Jugendbeteiligungsaktivit\u00e4ten zur Verf\u00fcgung zu stellen, wobei ein besonderer Schwerpunkt auf partizipativen Budgets f\u00fcr Jugendliche und in Schulen lag. W\u00e4hrend des Studienbesuchs konnten die Teilnehmer eine Vielzahl unterschiedlicher partizipativer Budgetmodelle erkunden. Sie lernten die verschiedenen Ebenen des partizipativen Budgets, unterschiedliche Ans\u00e4tze zu seiner Einrichtung und m\u00f6gliche Probleme, die innerhalb des Prozesses auftreten k\u00f6nnen, kennen. <\/p>\n<p>Am 2. Dezember erhielten die Teilnehmer am Vormittag einen Vortrag \u00fcber das Programm der Studienreise, Informationen \u00fcber das DYPALL-Netzwerk, die Jugendinitiativen im Jugendzentrum von Lissabon und das portugiesische Institut f\u00fcr Sport und Jugend (IPDJ). Am Nachmittag erfuhren sie von Participatory Budget weltweit, einschlie\u00dflich seiner Herkunft, Ebenen, Fokusgruppen, Trends, grundlegenden Statistiken und Rechtsl\u00f6sungen.<\/p>\n<p>Der zweite Tag der Studienreise fand in Cascais, der Europ\u00e4ischen Jugendhauptstadt von 2018, statt. Die Vertreter der Gemeinde stellten den Prozess der Einrichtung partizipativer Haushalte vor, die sowohl allgemein als auch f\u00fcr die Jugend bestimmt sind. Das Programm des Tages wurde mit einem Besuch der Jugendabteilung von Cascais Jovem abgeschlossen, die f\u00fcr die Umsetzung der Jugendpolitik der Gemeinden zust\u00e4ndig ist.                                                      <\/p>\n<p>Am Morgen des 3. Dezember besuchte die Gruppe das Rathaus von Lissabon und traf sich mit den Technikern, die f\u00fcr die Aufstellung der allgemeinen und schulischen Beteiligungsbudgets in der Gemeinde Lissabon verantwortlich sind. Der Nachmittag begann mit Pr\u00e4sentationen zum nationalen partizipativen Jugendhaushalt (von IPDJ) und einem der Gewinnerprojekte \u2013 \u201eGym4All\u201c. Es folgte die Einf\u00fchrung in drei verschiedene Modelle lokaler Jugend- und Schulbeteiligungsbudgets, die in der Gemeinde Penha de Fran\u00e7a, der Gemeinde Braga und der Gemeinde Vila Nova de Gaia umgesetzt wurden. <\/p>\n<p>Am vierten Tag erfuhr die Gruppe von einem weiteren partizipativen Budget auf Gemeindeebene in der Gemeinde Agualva e Mira in Sintra. Der Pr\u00e4sident der Pfarrei erl\u00e4uterte ausf\u00fchrlich den Prozess der Einrichtung eines partizipativen Haushalts in den Schulen, die gewonnenen Erkenntnisse und die Ergebnisse innerhalb der Jahre.<br \/>\nDer letzte Tag des Besuchs diente der Entwicklung lokaler Strategien und Aktionspl\u00e4ne sowie der Sondierung von Folgem\u00f6glichkeiten, der Bewertung und dem Abschluss des Besuchs.<\/p>\n<p>Dieses Projekt besteht aus zwei Studienbesuchen, der zweite wird in Polen stattfinden.
